Former Carrows Site Set for Housing

The former, beloved diner Carrows in South Pasadena shut its doors permanently in October of last year and is now in the process of becoming a mixed-use project.
The project is slated to break ground for a four-story mixed-use development of 50 residential apartments, including five very-low-income units and 3,769 square feet of commercial space, the planning manager for the city of South Pasadena Matt Chang told the Review this week.
The proposed project and design was approved by the South Pasadena Planning Commission in April of last year, and the project is currently in the structural plan check process.
The city initially identified the site in its housing element as an approved housing project.
There is no set timeline for the project’s completion since it depends on the applicant’s turnaround time to respond to the Planning Division’s permit and plan corrections, Chang said.
